It is not in a state. It is it's own entity, known as the "District of Columbia".
After the Revolutionary War, Congress wanted a neutral place from which to govern the new "United States"...many sights vied for the position from New York to Philadelphia and others.
It was finally decided to use land ceded by Virginia and Maryland as the 10 square mile district.... So those states ceded the land and the District was built.
Most of the unused land was returned to the state of Virginia in the mid-1800's.
Until recent times, citizens who lived within the District had no local representation and could not vote in national elections. They had no mayor, city council, law enforcement (other than the District police).

It's surrounded by Maryland but it's in the District of Columbia so it isn't a state, but I guess they still have to pay taxes.
