Three percent represents a fraction:
3/100
Two point three billion looks like this:
2,300,000,000
When you see the word 'OF' in math, especially when dealing with fractions, the operation of multiplying is inferred.
of=X ...(times)
and so we have the following:
3/100 of 2,300,000,000 which means:
(3/100) times (2,300,000,000)
You can knock-off two of the zeros in the big number (the billion stuff) if you knock-off two of the zeros in the denominator of the fraction. And so, after 'cancelling' we get:
3 times 23,000,000
which works out to
