if the child is a member of the kiddies fan club they will usually be invited to walk onto the pitch with the players free of charge. the childs name is usually picked at random from the membership database. for bigger games (FA cup/european cup etc) a competition may be run to determine the winners-in such big games each player is usually accompanied by a child coming onto the pitch.

They are called 'mascots' some teams do charge a fee, Chelsea charge quite a lot £500 I believe some teams don't charge , at arsenal the only criteria is they have to be a junior gunner ( child membership).
