Does PC beep at all ? If so hoew many beeps ? long / short ?

2 questions, does your PC work with a different monitor, and do you have a graphics card or are you using the mother board integrated graphics?
If it does work with different monitor, then:
looking in control panel, system, hardware tab, monitor, be sure that your monitor is listed and driver is installed. Use the Help area in xp or vista to get further details on how to install/reinstall drivers. There is a device status window which will tell you if things are working properly.
With an integrated video system, you can install a video card temporarily so you can check things out, or, if you have a good one just leave it inn if it works. Once you cansee what you are doing you can do the same as above less the "reseating" bit for the integrated video if you still want to use it .
If this is a new PC consider tech help from where you got it.

I'm sorry your going to have to give more information if you want a better answer. Does another monitor work with your PC? If they don't then that means the problem could be your video card, or theres something else wrong with your PC. Try hooking up a different monitor and see it works. If it doesn't, unplug your computer and open it up and give a little firm push on the card. Make sure you hold on to the case to discharge any static in your body. Make sure everything is pushed in, then close it up and try turning it on again, if that doesn't work, take it in to a repair service. Hope it works out!

You have a hardware related issue with the computer that it does not work on.
Whenever a computer cannot complete the POST routine (Power On Self Test) it does not send a video signal to a monitor. This would be due to one of many possible problems.
The most common, and ones you can try on your own are reseating components.
Sometimes, the video card, memory, modem or any other device that plugs into the inside of the computer can become unseated. This causes the device to work improperly and sometimes prevents the computer from starting up..
Take off the side panel and make sure everything is securely plugged into the motherboard.
Then try powering on. If you still get no video, then you should bring it into a repair shop.

Go to the website of the monitor manufacturer and download the drivers for the computer and burn a CD with that info on it (that way you will have it for future use). Also make sure the drivers are for the correct versions of your operating system. The piece of garbage called Vista has made many peripherals unusable. So if you have an older monitor you may not have an operating system that supports it. Then purchasing a new monitor may be your easiest solutions.

Can you paste out your computer specs and the one your test out pc specs?
Normally if your pc not show any grphic to the new monitor, please adjust the resolution. Plug with other monitor and make the resolution less then 1024 x 768. If this step are working probaly your graphic chips or graphic card doesn't support with higher resolution with those monitor

It is basically a a hardware problem. Also do check whether the cables connecting the PC & monitor are secured, also check if the power supply to the monitor is fine.

This could be due to the resolution your computer is set at, try booting into safe mode and resetting the resolution. Or your video card may be dead. Try a different monitor on your computer, if that works, that means your video card isn't dead.

your resalotion might be to high for your monitor
start windows in safe mode using f8 when starting up windows. then set the display settings lower
