at parties....and when I say singers I mean Celebrity singers..

Depends on what level celebrities. For A-list celebrities (top of the charts singers/bands) they will charge anywhere from 50,000 up to 500,000. If you don't have connections or any kind of ties, it's highly unlikely that you'd even get to speak to their publicist. And also, pop/hiphop A-listers charge dramatically higher than if you were to go for artistis from another genre.

For B-listers, they will charge around 10,000 and up. These are usually artists that are just making a big name--newcomers that are getting good press--or are people who were A-listers a little while ago but haven't made a hit recently.

C-listers will charge a little less than the above, but I've seen C-listers asking for the same around 10,000.

If you don't have any ties to someone influential--either someone in the entertainment industry or another industry--than you will be unlikely to be able to hire a celebrity. The only other way you can go about it is to have a LOT of money for it or to do it for a great cause (charitable events with good press are more likley to sway someone to do a show).

You have to talk to the agent of the particular singer. I know one not-so-famous singer (Jello Biafra of the Dead Kennedys) who charges $5000 just for a spoken-word engagement.

Too broad of a question. I am sure you can find some for free up to and beyond $100,000 for an engagement. You need to contact an agent.
