go back through all of the instructions again, just to double check, and make surte the volume on your PC is turned up, but if he can't talk on the game, it may need to be exchanged for faulty wiring or something. Sorry I couldn't be of more assistance, i hope it works out for you=)

start by checking that the microphone is plugged in.
then check the volume control (Start / All Programs / Accessories / Entertainment / Volume Control) that the microphone is not muted or at low volume.
then check the Voice Recorder (same path as above) and see if you can record from the microphone there.
and finally, swap to see if other microphones work.

edit:my bad, i taught you mean something else, all you have to do is get and exchange because the product he has may be faulty. if he has a friend with the same game test it on the friends game to see if its the game or the headset.

Click on the speaker icon on the bottom of taskbar, check ans see if the mic is muted

you should try turning up the volume of the tv or you should try turning the speak button on the headset when it is plugged in.
