leave the dress shirt out, with the collar sticking out over the sweater for a casual look.
if you want a more formal look, tuck the dress shirt into your jeans.

It could be both - the 'leave it out' fashion is still going strong - though personally I prefer the 'tucked in' look
If the occassion is more formal, certainly you should keep it tucked in and think about adding a tie to look smarter.

I know I'm a girl but I always wear the tips outside. When I dress my 3 year old son I dress him with tips out as well (tie and sweater/vest)

You could do either, both look pretty cool. Tuck it in if your going somewhere more stylish like a restuarant
Or leave it out if your going somewhere with your friends or somewhere more casual.

It depends on your age and body type.
If you're younger than 40 and pretty trim, you can leave it out.
