what is an order to freeze assets?

my husband has custody of his daughter which he is able to collect support, upon going on the child support web site it states that an order to freeze assets attatched to his ex-wife. We want to know does that mean just for child support or does that mean all her assets,granted she is in arrears but we have received support.

That is like when someone has not paid the IRS and they get caught....the IRS will freeze all bank accounts(assets) until further notice....and or until the person pays up.
