The title of President Clinton as husband to a female president would be "First Gentleman". However, "First Gentleman" is an inferior title to "President", and it would be impolite to refer to him as First Gentleman Bill Clinton. Although it is somewhat clumsy he will likely be referred to as "Former President Bill Clinton, husband to President Hillary Clinton".

Since the wife of a state governor is also called the First Lady (of that state), I suppose Bill Clinton would be called whatever the husband of a woman governor is called.
