According to the Transparency International's report of 2007 these countries are the most corrupt in the world

- Cameroon
- Cambodia
- Albania

The first 12 answers are all very good. However, don't leave Mexico out. If they were not so corrupt, why would their citizens risk dying while trying to make it across the border where they can actually build a decent life for themselves in the US?

Nigeria
-Government refuses to apprehend international criminals, unless they are getting paid for it.
-Banks open and close about as often as nightclubs in the USA that allow underage drinking. If your money is in one when it does, the bank owner keeps it.
-government refuses to crack down on 419 scams, because its like a career choice in Nigeria, and the government is probably making money on it.
-you can pretty much do anything in Nigeria, as long as the government gets a cut.
