financial statements are required to be filed for most all public officer positions, even appointed, unpaid city citizen committees. Income tax records are not part of such statements.
If the Clints made income tax records public it would take the validity of "anti-rich" statements away permanently. To my knowledge there is no law protecting anyone's tax records or requiring them to be made public.

as a rule income made with questionable legality is reported only under extreme pressure. they need to keep up the "apperance" of ethics and candor in this matter without reporting it until after the election so that any investigation can be dismissed as those "mean spirited repubicans at it again". considering what theyve got away with so far that appears to be working good.
