No, you need a land phone line and a fax/modem. Never had experience with one of those 3-in-1 scanner/printer/fax machines, but again I'm pretty sure you'd need a physical, wall-plug for a land phone line. Should anyone call while you are in fax mode setup, they will get a high-pitched scream in their ear from the fax signal. Cabel and broadband cannot fax without a fax service (about .50 cents per page).

What you have does not matter. Your recepient needs a fax machine. Subscribe to fax2mail, jfax etc. if they have a fax machine. (free trial for 1 month). You can send a fax to them from your computer and receive their fax through your email.
If they don't have a fax machine, you can print out your document, make a cd or copy on a floppy and send it through snail mail.
