Unfortunately there will always be terrorist and groups of people that wish to do harm to others. All we can do is try to keep them in check. There really is no winner :(

nobody is winning the war of terror. not even the people at the top of the money pyramid. the establishment haven't won anything that they didn't already have: they've maintained their dominant position. to them, 911 was a market adjustment that had more to do with the petro, amero and U$ than the 3000 people who died that day. that goon hiding in a cave hasn't won anything. I'm no expert but I reckon Afghanistan must be the most bombed country on earth. Every super power has had a go. In the end, the establishment will provide a central bank linking the middle east to the world. If that's a victory in terms of political and economical achievement - or as some might argue, modern-day slavery - then that's the victory.

Being that we are now afraid to get on a plane, and every were we go we are checked, rechecked, screened and metal detected........(..breath...) I would have to say that the terrorists are winning.
Entire policies and procedures have been changed in all areas of the government. I used to work at a large Veteran's Hospital. When I left, every thing was routine.
Then I decided to visit some time later. Metal detectors have now been installed. There's always an officer there with a metal detecting wand too. Purses are opened as are brief cases, and visitors must register before visiting.
The terrorists are "winning." We've spent billions of dollars, while they made the general populace of the world scared to death. We can't recognize a terrorist but now we must become more alert for unusual behavior.
Yep, they've got us jumping at every blast or strange noise. Just where they wanted us.

not a war to end terrorism. a war to end terrorism would be what? teachers perhaps? developmental aid that actually reaches the grass roots? hand out in friendship? lots of trade deals? it's not a war on terror; it's a war on a people and a place. they have oil. the western world depends on oil.

You can't quantify something like the "War on Terror" with a term like winning. I really don't know what we have to do to stop the very real threat of extremist terrorists, but we have to do something. They can't be reasoned with, or even placated. How do you talk to someone who actually believes they are doing God's will by blowing you and your family up, or sawing your head off with a knife.
Right now, no one is winning, but the threat has been deterred somewhat. It ain't over though, not by a long shot.

Definitely not the U.S. Unfortunately, our country is completely screwing up on the entire mid-east foreign policy including the so called 'war on terror'. My god, we are giving billions to a government in Pakistan who has nukes and have alot of supporters of bin Laden running around in their military (ISI). That is frightening enough. And, Musharef hasn't done anything about it. He won't. why? Because Bin Laden is a huge cash cow for him and his corrupt government. As long as Bin Laden and al Zarhiri are alive, Musharef will keep getting more of US millions and alot more weapons who he is using more on India than on fighting terrorism. We've already lost Afghanistan and we lost Iraq along time ago because these moronic and failed policies going on in the mid east. I really wish people would and could understand the consequences of these failed policies and the true gravity of the situation.
