We did it a few years back from Australia... 2 adults and 2 kids for 6 months. We had no plans but we bought a car and a caravan so we always had accommodation. We often stayed in WalMart car parks. We asked at the service desk and they have all night security roaming the car park so it was very safe. We also found the book Let's Go USA invaluable for free/budget accommodation. We all had a ball and would strongly recommend it....... just dont take risks and listen to the voice inside your head. If it tells you, you may be in danger then dont stay there!!!!!!!!!!!!!!!!! A few great answers here. I think it's a great idea. I will only point out a few things to remember. You will need to have at least your first night's accommodation booked.
Have a general plan so when the CBP officers ask about what you're doing in the USA you have an answer. Don't give them reason to deny you entry (which they can and under the VWP you have no chance to appeal). You can not legally work in the US if you are here under the VWP (
visa waiver program). I wouldn't plan on being able to rent a car. Not many (if any) rental companies will rent to people under 21. Most will charge an obscene fee if the renter is under 25. For that matter, research hotels too as some may have age restrictions as well. Find out where hostels, etc. are. Get that stuff sorted out before you arrive and you'll have a great time touring the US!!! Have a great trip!!

don't come to Houston... there's nothing interesting here. it's a business port. Go to Austin instead... great music scene and lots of fun college kids to hang with.
Hawaii is gorgeous! I would make accomodations there ahead, though. You can usually find deals, and in Hawaii, you can only lease a car if you're 25 years old, otherwise it costs more (at least, that's how it was on Kauai when I went this summer). Definitely go on a helicopter ride! And apparently they're opening up ferry travel between the islands soon, so check that out.
You gotta see the Statue of Liberty in NYC and a Broadway Musical (we buy tickets ahead of time to save money, and do not use a broker, otherwise it's way more expensive. Spam-A-Lot is hilarious, if you like Monty Python). I would skip the Empire State Building... just go to the top of a really tall hotel and look out the window. Greenwich village is pretty neat... you could probably get by without calling ahead in NY

well, spontaneous could be fun...but you should plan some stuff out...for instance your flight from texas...new york and hawaii...
going to hawaii could be a bit expensive get all that done soon
plus hotels in new york very expensive unless you want to live in some dirty motel in new jersey hehe:)
plan at least some things you want to do...
can only advice about new york
1-statue of liberty of course
2-rock center ice skating
3-go see a show (broadway or any underground)
4-go shopping on lexington ave (the dollar is cheap now hehe:))
5-explore dont only see times square
etc
etc

Besides, do you realise how far it is from Hawaii to Texas to New York? Oh and Houston is *in* Texas.
There's no Easyjet here, flights around the country can be expensive.
