There are voters who have admitted they don't vote for first timers. Conlin from Philly has said this in his own newspaper.
It's their choice.

Maybe they do, but maybe they also should have shame, that they have failed to elect anybody in thier first 3 elections, and wasn't it supposed to be here, to help players that havwe been waiting for more then 15 years, that didn't make it with the witers, to help them get into the Hall of Fame, and if that is the case, that is certainly what they are not doing. And there is shame in that, and I bet it will be a bigger shame, if this Communitee are alowed to vote in the next election, and again for the 4th time, in thier very short history, fail to elect anybody in, and there next scheduled voting for players in in 2009, so that will be one year away from Tuesday.

There are a few voters who refuse to vote for anyone on their first ballot. No saying I agree with them but this is their thinking.

Some people genuinely felt like they didn't deserve enshrinement. As with any election, there usually won't be a consensus, and there wasn't here. Last time I checked, Abe Lincoln and F.D.R. didn't get 100% of the votes in their elections either.
