evrytime I try to turn it on my laptop is shutting down.

may be it is clashing with some device.
pls check at device manager and try to uninstall and reinstall it.

you may have it set up wrong or plugged into the wrong outlet. Try this: turn OFF the laptop, plug in cam and then boot it up. If it shuts down again, you have some kind of fault in the plug in slot.

It's the safety mechanism. Most webcams come with a chip installed that prevents the terminally ugly from activating them.
