Not creepy so much as incredibly arrogant... And depending on the person, it can actually be kinda sexy.
But more often, it'll just tick me off. Know that expression, "I'll wipe that smirk right off your face"? That's how I feel. lol

actually smirking when angry is a weak and cowardly response
they just can't think of what to say so they are being passive aggressive
stare them down and DON'T unlock eye contact until they do.
