No I have not seen that .....
But maybe that is because ever since I got susp***** (can't even say the word anymore) I had to move my entire family to Antartica ..... I need to stay off of the YA 'radar' ..... if you know what I mean .....

It's because you are in the New Zealand Yahoo. Like, Yahoo Australia is called Yahoo! 7 and whatnot, when you go the the new zealand site, that's what happens.
See down at the bottom of the page where is says answers international? Click on the NZ flag, and you'll see the banner.

I didn't have any clue what you were talking about until I clicked on your second link. Then I clicked on the Yahoo!Xtra thing at the top. Now I guess I'm in the Xtra part of Answers or something because the banner is still at the top of my screen. Nothing is different though.
