I live in Illinois and I would say yes. The hall is available to all and as such a public place even tho you rent it for a private party. There will be other receptions there and they have to provide a smoke free place as a business. Problem with Illinois law is that it is vague in many things such as who will enforce it , who will pay for the enforcement and areas considered smoke free. The state is to address the problems next session.

Yes, because if they do you will be fined for the extra cost of cleaning. The reception hall should also have "No Smoking" signs posted at all doors.

Depends on wether it is a public place or private. Also depends on location outdoor/indoor. Like some hotels still have smoking even with the ban it is in the law. So you can still.

I would seriously hope so. I don't know who would smoke at a wedding. If I was at a wedding and someone on my table started smoking I'd walk out.

But then again, I'm in California, where we've had these laws for a while.

If cigarettes are that big of a problem, don't allow the sale of cigarettes. Don't punish the people for an addiction that is legal. Rake in the taxes, demonize the taxed. Not a good motto.
