There is no access to clean these huge windows, I live on the 2nd floor. Is there any electronic gadget that cleans the outside when you use it to clean the inside of the windows. Please suggest what I should do, as the dirt on the exterior does not allow me to open the curtains which exposes the stains.

If you can open the window and touch the outside, you can use a magnetic window washer.
You can get a telescoping pole that has a sponge & squegee.

The only thing to do is to call your housing manager and ask for suggestions. If she doesn't have any tell her you would like to put in a request that they clean the windows (since their are stains on your window. Otherwise, if you can (depending on how high up you are) spray the outside of the windows with a hose with a powerful spray.

No, sorry. The only way to clean the outside is to actually clean the outside. Maybe you could hire someone to pressure wash them for you.
