I'm surprised at you certified auto techs, you've missed a couple of simple possibilities.

If the motor is running, check for the little plastic bushing that connects the under cowl wiper arms to the motor bellcrank. O'Rileys used to carry them.

If you turned the wipers on and they were frozen down on the windshield, you may have stripped the little splines on the shaft that protrudes through the cowl. Sometimes tightening the not on the wiper blade will fix it. If not, you can sometimes take a big pair of visegrips and clamp the toothed section down onto the shaft to roughen it up.

Plymouth voyagers had a windshield wiper recall on them about that year. Check with your dealer.

Sounds like a wiring problem. Either a short to ground or open power feed.
