I can't think of any Mythological reasons, but in Iridology, it shows an excess of salt in the system. It's called a "sodium ring".

brown eyes can change as people age to hazel , it can start with a fine ring or speckles before completely being hazel. speckles can also mean an illness.

It doesn't "mean" anything. My mom has green eyes with speckles in them. It doesn't mean anything. All eyes are different.
