I like it - cute, sweet, yet will work great on an adult.
It's becoming more popular to name a child a portion of a name.
Toria or Torya for Victoria
Talia or Talya for Natalia (not suggesting that's what your sis did.)
Alexa instead of Alexandra
It's a great trend - the names are all strong enough that they won't sound too "cutsie" on an adult.

I like it a lot.
I think it is the name of that little girl that just died in the plane with her dad in Panama.
I thought it was a lovely name- very sweet.
