The law varies by state, but generally, you can do that stuff all you want, and it will never be stalking. You cross the line when you become violent, or threaten violence against him or people associated with him.
In my state (Illinois), the law states:
(a) A person commits stalking when he or she, knowingly and without lawful justification, on at least 2 separate occasions follows another person or places the person under surveillance or any combination thereof and:
(1) at any time transmits a threat of immediate or future bodily harm, sexual assault, confinement or restraint and the threat is directed towards that person or a family member of that person; or
(2) places that person in reasonable apprehension of immediate or future bodily harm, sexual assault, confinement or restraint; or
(3) places that person in reasonable apprehension that a family member will receive immediate or future bodily harm, sexual assault, confinement, or restraint

He is your EX-boyfriend - you have no reason to be around him whatsoever. It becomes stalking when you call him and you have absolutely no reason. It is also stalking when you drive past his house with the hope of catching a glimpse of him - especially when he does not want you there. You should definitely NOT be looking in his car windows either.
What he gets up to in his own life is absolutely none of your business anymore. Get over him. Just go away and leave him alone. Find yourself a new boyfriend and stop obsessing. It's not normal and it's not healthy. :-)

Please move on for your sake. You surely have something
better to do! No person is worth that much trouble and what
will it get you to stalk within legal reasons. All questions you
asked are creepy and sound thought out not random.
I am sorry if it ended badly but it is OVER, so get your
self busy. Do not jump into a relationship until you are
over this one. Go do exercise walk your dog or friend's dog
visit family or friends etc just get BUSY so you will not think
of him.

It pretty much becomes stalking the minute you stop acting like a normal human being and stop treating him like a normal human being.
If you can't leave him alone and think of other things for more than 20 minutes, I would say you definitely have a problem.
If you can't forgive him, you really have a problem.

You are mentally stalking him. Do yourself a favor and move on. Otherwise you may find yourself in jail for longer than Lindsay, Paris, and Nicole combined.
