When you ask "how fast", you are really asking "what speed". A mile is a distance, and 9 minutes is a time. The relationship that relates these quantities is:
v = x / t
where v = velocity, x = distance, and t = time.

It is useful to convert some of the values to more familiar units. 9 minutes is 0.15 hours.

So, we end up with
v = (1 mile) / (0.15 hours)
v = 6.67 miles/hour

You must run at 6.67 mph to complete a mile in 9 minutes.

in 9 minutes you run 1 mile
so in 1 minute you run 1/9 mile
and in 60 minutes you run 60/9 miles
same as 20/3 miles
one third of 20 is 6 2/3 or 6.67
