HAHAHAHA that's from slam dunk..an anime about highschool basketball team/tournaments etc. That character is Hanamichi Sakuragi..the main character of the anime..

You can actually see the picture if you copy and paste the link (all of it- not just what is visible) instead of just clicking on it.
Looking at the picture, it's just a small animated avatar of some red haired guy. I doubt that it comes from any specific anime series.
