there was a black&white movie, not so old, about a city that changed at night. there were these bald creepy looking guys dressed in black and wearing hats that changed it. And this one guy that had their power too, but didn't know it. I don't remember much of it. anyone has any idea? what was it called?

It's not actually black and white though.. it is just VERY dark.. so much of it appears that way.
