I say Namath. He really just did that one thing. Has a terrible TD to INT ratio. Has a very low QB rating compared to his peers in the mid 60s and 70s.

Dan Marino. He got those records because the team couldn't run the ball. He threw the ball 8,358 times or 34.5 times a game. Throw the ball enough and you are bound to break some records. He also won many comebacks (hence why he was throwing the ball so much). He was also intercepted once for every 1.6 touchdown passes. His average QB rating was 86.4. Right now the league average is 82.8.

Joe Willy Namath was an interception machine, but dammit if I don't love that man. Pure greatness in an era of dullness. He had a character and pinache that was needed in the early years of the merger NFL.

I say Marino. He put up big numbers but was never able to win the big one for his team. You can't be mentioned among the all-time greats in the QB position unless you win the big one.

John Elway is one of the most overrated qb's ever. He has 226 career int's, a 56.9 career comp pct and he has a career qb rating under 80(79.9). The only reason he won two sb's is because of Terrell Davis, point blank.
