1 cup fabric softener to 3 cups (hot) warm water! Put in spray bottle and spray and wet walls! Wait 20-30 minutes, Scrape and it comes off like butter!

Have you peeled off the top layer? Anything you have tried needs to get to the paste.

Have you, at least, scored the paper with a "paper tiger" or a knife?

Has the border been attached with vinyl-to-vinyl adhesive?

If you've tried these, and it didn't work the paper was probably applied to a wall that wasn't properly prepared. Now you have a problem, and you're going to need a different suggestion.

get a heat gun and use on low setting or if you dont have one of those try spraying lightly with water and get a blow drier on high setting ...the idea is to heat up the adhesieve on the paper and then it will peel..
another way is spray with tsp (tri-sodium-propres)(something like that)( in the paint dept)spray and let soak in and it will wipe right off....
