Rooms rates are lower during slower seasons but any more there are very few slow times. Try booking Monday thru Thursday. I recently heard that Sahara and the Tropicana have great prices but if you really want good prices look at Orleans, Gold Coast, and South Point; all just off The Strip and a local favorite.
If you want the best time I would suggest between Thanksgiving and Christmas where then National Finals Rodeo is not in town.

You just missed it - the cheapest time is always Sun-Thurs the week just before Christmas.
