Either the two weeks before Christmas, or the middle of the summer. (Because it's 120 degrees in the shade.)

Rooms rates are lower during slower seasons but any more there are very few slow times. Try booking Monday thru Thursday. I recently heard that Sahara and the Tropicana have great prices but if you really want good prices look at Orleans, Gold Coast, and South Point; all just off The Strip and a local favorite.

If you want the best time I would suggest between Thanksgiving and Christmas where then National Finals Rodeo is not in town.

Unlike other US cities, Las Vegas room rates change from day to day. The price you pay for a room has nothing to do with the time of year but solely on what else is happening in Vegas on that day or that weekend. You just missed it - the cheapest time is always Sun-Thurs the week just before Christmas.
