Just a little bit vague here to answer without knowing more of the intended use, but if you mean on the OUTSIDE of the window, NO. Paper will disintegrate with moisture ( rain, snow, etc ). If you mean on the inside to act as a privacy barrier, yes. Not recommended, but if you are using this on the inside, I would use masking tape to secure it. It may peel in contact with cold glass in the winter months, but it will come off easier from both glass and painted surfaces. I hope this helps you.

If the sun shines on the window, using tape inside is the best choice. If sun does not hit it directly, rubber cement will be the neatest and most removable.

if its a particular paper that you like the look of you could laminate it first, then spray fix it onto the glass.
