It just started getting noisy today. For instance, after the fan has stopped running, the blades will still be turning and I can hear them. They would normally make no sound. Is my fan going bad? Also, it starts doing that only after I have been using the laptop for a half hour or so. Do you think it's going bad?

Something might have gotten sucked up into the fan, or perhaps there's just a lot of dust build up. You can try getting some of that can air from the computer store and blast the vents in your computer. Either that or you could try to take it apart and see if you can see anything in there. If the fan's making noise that means it's still turning and cooling your computer.

If you suspect your laptop fan is going bad, don't use it until you get it fixed. A processor puts out a tremendous amount of heat, and that fan is its lifeline. If it's not cooling properly or quits altogether, start looking for another laptop. It doesn't take long.
