Bulletin boards in grocery stores. And word of mouth. Take a babysitting class and CPR class so you can say you have them.
Your main responsibility when watching children is giving them back to their parents in the same condition you got them so protect them from dangers. Second but almost is important is keeping the kids reasonably happy, play with them, make sure the get to bed on time and follow parents instructions on feeding or other things for them. Maintain control, you are the boss of them, you decide what they eat and what they are allowed to do, they may request what they want but you are in charge of them.
I must say something about your age, sorry. You are too young to legally watch children so you may want to teem up with an older person or watch them in your home with your parents home. My niece watched two 4 year olds and a 2 years old full time at 11 but her dad was unemployed and only a few blocks away, he went at lunch time to make sure she was ok and helped serve lunch. Those parents choose her because she was young the kids loved her but she had trouble at first because she was afraid to tell them no, she wanted to be liked. Reassure parents of your maturity, they will have concerns but if you assure them that your parents will come if you call and you will call them if a problem and have take CPR they may be willing to use you even a little young.

maybe you've not targeted the right areas. Try handing flyers out around a nursery and or a new housing development where lots of families have moved into. Did you put your age on the flyer? Because although you may be a great babysitter, parents often worry and feel safer if their child is being looked after by someone slightly older or over 16. It's different when you know the people you are babysitting. Anyway, good luck in your babysitting business!

i am 15 and i remember when i first started babysitting.
make flyers saying your name, number, and why they should choose you as a babysitter and make it bright and appealing to the eye, so it catches their eye. then instead of putting them up around town (if that is what you did) start by putting them in neighbour's mailboxs. then go around your town and put them in more and more people's mailboxs. you can also go to local grocery stores and put up flyers on bulletin boards. i hope that helps and best of luck :)
