What would be a fun thing to do for a 13-year-old's birthday, like in a city besides seeing a movie?

Try bowling.
Bowling trips are fun for both sexes. You can interact unlike in a movie theatre, and still have fun.
If you don't want to do that, try rollerskating.
If your a boy and you are interested in paintball, I know plenty of guys that host "paintball get-togethers" at their house and are entertained for the entire day.
It is a good idea to keep it interactive though, unlike a movie. Keep the guests interested and entertained.
