A cell phone is normally "locked down" to one carrier. So, if you bought your phone from XYZ Cell phone Co. then only they can provide you with service.
An "Unlocked" phone should and/or could be activated by any cellular provider.
So your old unlocked phone that you bought from XYZ could be brought to ABC Cellular and activated with service.

I've been told that best buy has revamped their Cellular dept. to include unlocked phones.

Unlocked: A GSM phone that has had its simlock disabled, usually by the use of a subsidy code. Its not illegal and very common to do.

A locked phone will only work on the network it is from. An unlocked phone will work on any GSM network in the world.

It means that anyone who picks up your cell phone can use it to make a call or access any information stored on it. You can "lock" your phone with a password just like your computer.
