You SHOULD take GMAT before applying to mba program, it's a prerequisite for admission.

It's best to take the GMAT in the fall before the application cycle so that you can retake it if you aren't happy with the score. As noted it is required to apply for almost every MBA program.

It is part of your application, so your application won't be considered complete until they have your scores, but you can either take it before sending in the other materials or have the scores sent after you have sent in the other materials. It doesn't matter in which order you do these things, as long as everything is done by the deadline.

As long as you send in your official score before the deadline, then it's okay to apply beforehand. However, you should take it well beforehand so you know where you stand (put aside your ego), and have time to retake it in case you didn't score as well as you had hoped. Else, you're throwing away money on application fees.
