Because he is hiding in a cave in one of the most remote places in the world. He no longer influences Al Queda's actions and his act of hiding diminishes his prestige in the Arab eyes. If we were to make him a public priority it would only increase his prestige and influence.
If you think he is so important - can you describe the strategic advantage we would gain by killing or capturing him?

because they are fundamentally ignorant of the problem...
they have ZERO ideas on how to fight this war... their best one was to invade a secular nation and remove a ruler that had nothing to do with 9-11?
someone mentioned Hitler before... I don't see any huge concentration camps around anymore... no Nazi governments? seems like focusing on one man's group did wonders for Europe...
if Osama isn't important... then why is he the only one that's been able to really hit us to ANY DEGREE over the past 20 years?
every major attack has been done by his group... NO OTHER GROUP has the funding or know-how to pull these attacks off...
but, he's just meaningless... right?
it doesn't make any sense... at all...
he's been hiding in caves since the 80s planning all these attacks... but now he's harmless magically hiding in caves... do you know anything about his history?
There is NOTHING you can do to stop all terrorism... all you can do is take out the largest threats one at a time... and Osama is CLEARLY the largest threat by miles... and no conservative has ONE SHRED of proof that says otherwise...
EDIT: and if it's a clash of civilizations... then were are all the other attacks from the hundreds of other terrorist groups on the mainland U.S.? are they all the others just that incompetent? seriously?

They could not do anything to Bin Laden because they knew that Bin Laden was nothing more than a scape goat, and the FBI had no proof, and Bin Laden was a paid CIA operative, and the confession tape was an obvious fake, and 911 was a false flag operation and an inside job. *sm*

One man is never as important as the symbol that he is turned into. The Brotherhood was around long before Osama and will be here after he is gone. He was a polarizing figure for the movement and he was able to access funds and act as a front man. I doubt seriously that he calls many shots any more.

Once again I need to put this in a historical perspective. Did Hitler's death stop fascism and dictators? We still have many dictators in our current age. UBL has been marginalized. He's nothing more than a figurehead..a talking head. Al-Quieda is now splintered. This is good and bad at the same time. Less centralized but that also means more lieutenants to decapitate.
