Depends. If I don't know the person, I'll just give them the "Damn are you irritating" Look.
But if it's say... my boyfriend? Yeah he gets the horns. I will tell him just how annoying he is, complete with visuals and drama.

Normally I tell them they are annoying me, and ask them to go away, I don't beat about the bush, if you think it you should say it.
