Get her a whole bunch of writing supplies... Notebooks, Pens, Pencils, Sharpies, Post it notes...
If shes any bit of a writer like me, She'll love them.
Oh yeah, And may I suggest the book 'Twilight' for her to read? Its the best fantasy book ever!

Get her different types of fantasy books... For one, she seems to be into all things fantasy, and for two she wants to be an author, the books might inspire her for new ideas of what to write. Reading also improves your writing skills, if I'm not mistaken. Some I would recommend:
Harry Potter (J.K. Rowling)
The Dark Side of Nowhere (Neal Shusterman)
Full Tilt (Neal Shusterman) I recommend this one especially
Speeding Bullet (Neal Shusterman)
I'm kind of the same way as her, and other books people have recommended to me were "His Dark Materials" series, "Lord of the Rings" series, and "Eragon" series. Hope this helps!

Have you try asking her what she wants for her birthday. Maybe she will give you a hint or just tell you what she wants. That always help me out. Don't worry I won't get mad at you. its ok, have she try playing Final Fantasy 12. That game it a good game. I bet she won't beat everything

Find out what anime is her favorite, then buy her the particular anime merchandise... ^_^
If not, at least buy her some nice clothes, I'm sure most 12 year old girls liked clothes...
Buying a notebook is okay too for someone like her, but it's something that anyone could buy in my opinion...

She might like it if you got her a nice notebook with an encouraging note in it about her work or maybe something that meant a lot to you and you want to pass down to her.

Get her a big notebook and a special pen/pencil set so she can write. Or some pretty stationary to write on.

There are Kingdom Hearts books on eBay, I mean if your sister likes to read. If she does like to read, the Kingdom Hearts books are in various books, not just one book. If my memory serves me right, the first Kingdom Hearts games is 4 books long, the second one (between the first and second game - the one for the game boy) is 2 books long and the ones for the 2nd game are currently out, so it might be a few books long and they can be read like Japanese books (except the first one is like the American version, not the Japanese version).
