Instead of trying to write an important essay, start by writing a letter on the topic from the application. Pick someone that you relate to and can easily write to, like a best friend or favorite relative. Tell this person about the essay and include all the things you want to write in your essay. Then, take what you've written and reshape it into essay format.
Starting any writing project is the hardest part. If you can find a door in, you're halfway there. Using the letter method helps because it takes the stress out and feels more comfortable.
If you're looking for a topic, you might try writing about why high school is important to you and what you expect to take away from your experience there. Perhaps say what you want to do with your life after high school and then how high school will help you get there.

You are not stupid. That happens to me as well. I'm in college and have to write a lot of papers. I actually love to write, but when I am OBLIGATED to, I almost always draw a blank.
Start by just jotting ideas in no particular order. Next to your ideas... casually elaborate (interesting points, small descriptive paragraphs...) You will discover that you do have themes in your head, they just need organizing. When you feel you have something that might go somewhere, start to organize. You are not stupid, your just over-thinking it. Let it be a mess at first... just get it down then organize it later.

You could write about classes you are anxious to take in High School, activities that you plan to do (like sports or clubs) and if you were involved in anything extracurricular in grade school. This would include clubs (scouts?), or sports things (swimming lessons?), other activities (summer camp?) or any jobs you did (summer jobs with your parents?). If you highlight your strengths and talk about your future goals then I think you will have a good essay.
