There are several different flute instruments used on that soundtrack. There are both penny whistles and Irish flutes (a simple system wooden transverse flute). There was also a very haunting playing of the Uilleann pipes that sounds much like a flute of sorts.

The performers you're probably referring to are Eric Rigler (pipes) or Tony Hinnigan (flute and pennywhistles). In Celine Dion's _My Heart Will Go On_, it was Hinnigan on the pennywhistle. This would likely be a Kerry pennywhistle in B.

Most people will say "no way that's a little cheap pennywhistle" but it is indeed just a pennywhistle (though not your usual dime store variety). And, Mr. Hinnigan isn't you're everyday variety flute player. ☺

In Titanic it's most likely an Irish low whistle, not sure about the other one in Yanni piece.

I'm not positive but it sounds to me like an Irish tin whistle
