is the job of a director really necessary if he/she has no control of the direction of any production? the writers have all the control, so aren't millions of dollars wasted on paying directors?

What a naive idea. The writers do not control how the production turns out, the director does that by chosing which takes to print, by coaching the actors, by editing or assisting with the editing of the film, etc.
The writers have only stopped production because they have to be on hand for rewrites if the director asks for them. The stagehands (grips) or electricians (gaffers) or the actors could as easily stop production by going on strike as did the writers.

i think of that's the grips and the cameramen that do each and every of the artwork. to declare no longer something of the unpaid interns and the makeup artists. you could no longer forget approximately the stunt adult males or the CGI artist/designers the two. Or the human beings who compose the track for the score of the action picture.
