In better words then the rest that most people can understand is...The greater the percentage of Precipitation in the air the greater chance it will Rain, Snow (depending on how cold it is), it can make Freezing Rain (in some areas) that means that the fog got Frozen and makes the air look like Glitter, in the summer it makes you look like you just ran over 3 mile, SO in all that its just water in the air. If you like to Ski/Snowboard you want allot of it and if you hate Muggy air in the summer you want less of it. But when there is not a bit in the air its way to dry and you need like a whole bottle of lotion for your skin and keep hydrated....All in All its WATER.

Water vapor in the air condenses and precipitates as RAIN, SLEET, or SNOW depending on the temperature.

It fall (or precipitates) because as water vapor condenses it gets heavier than air and has to fall.
