Bush, a man (and I use that word with a grain of salt) who is the puppet of Cheney. He's not a joker because nothing he has done is funny. Not his trashing our constitution, trashing our justice system, trashing our world reputation, trashing our economy, trashing Iraq, his war mongering, his war profiteering, etc. None of these things are funny.

he definitely is not a wise man otherwise he wouldn't have invaded Iraq on a whim!He's not a joker because there isn't anything funny about him!
However I do consider him a traitor because he betrayed his oath of office by ignoring the biggest threat(terrorism) to national security until after we were attacked! No one has ever shown me how he tried to protect America before 911!

President Bush is a man of wisdom and has done a great job, successful Oil man, business leader, owner of a major league ball club, Two term Governor of Texas, and a two term President, that is the description of a man of wisdom.

a joker spends to much money on the war in iraq and not on things more important such as schools, health and etc.
