Because the areas around most weather stations have become increasingly urbanized, and there is an urban heat island effect that makes it very difficult for the low temperatures that were obtained early in the 20th century to be matched. Now there are cars, asphalt, concrete, contrails and many other manmade things that make it hard for it to get really cold. Note that this isn't really a global warming phenomenon, it is a local warming associated with cities.

Cyclic temperature fluctuations were commonplace before we ruined the atmosphere in the last 35 years. You can see the cycles on temperature graphs, going back millions of years.
