Here are my specs:
Windows Vista Premium 36 bit.
AMD Athlon 5000 (2.6ghz)
NVidia GeForce 8300 GS video card
1GB RAM
100+GB left

Also, I have Unreal Tournament 3 and it runs perfect! but I don't know why it is slow on this less than a month old computer. I am only able to watch others online on Youtube play so fast on their computer. Plz I need help!!

First, follow this link and take the test by Futuremark. It will analyze your system specifically for Call of Duty 4: Modern Warfare: http://www.yougamers.com/gameometer/10214/

Second, what's your current bandwidth? (internet speed) If gameplay is fine offline then this is the most likely cause of your problems.
For online play you also have to take into account your internet average bandwidth. If you're getting a steady reliable 3-4+Mbps you should be ok, with very little to no lag/spiking. If it's too low you will either not be able to play at all, or gameplay will be very choppy. Upgrade to a faster ISP, or, if available, a faster package through your current ISP. (Internet Service Provider)

Third, try backing down your graphics settings if your bandwidth isn't the problem. If you have everything cranked up to High it will be taking away resources that would otherwise be dedicated to actual gameplay, not the environment detail.
Basically, you want the settings to be on High Performance not High Quality. Access these setting in the games Option menu. You should also be able to access your video card's settings via the nVidia Control Panel.
Also, download nTune, if you haven't already. This is a tool that will safely overclock your video card to the max. http://www.nvidia.com/object/ntune_5.05.54.00.html
It works with all motherboards, but if you aren't using a nForce board not all features will be available. Only the overclocking and a few other basic functions will be accessible.
Make sure that your drivers are up to date as well.

COD4 runs just fine on my computer and I'm using an AGP video card. (upgrade = $$$)

- 74GB WD Raptor - 10,000rpm SATA
- 2x1GB Kingston HyperX PC3200 Memory @ 2-2-3-6
- ASUS P5PE-VM mobo - Intel 865G Springdale chipset

Not very impressive, but it gets the job done just fine...for now. I have yet to try Crysis on my machine, though. I'm scared! :\

b/c the nvida 8300 is not for heavy gaming such as COD 4. upgrade to a better video card. Also, upgrade to at least 2gb of memory.

and its vista 32 bit

running vista with only 1gb ram is iffy. You need more ram, or you can increase your virtual memory/page file, which is in control panel>system>advanced
