No it does not I am sure the establishment would not like a fine for having underage drinkers in the establishment.

Regardless of the signage, if you're underage you cannot drink alcohol.
BYOB means bring your own bottle. Many restaurants do that now, except, the restaurant will serve and you must pay corkage.
If it's a non-alcoholic beverage then you can BYOB.

This is a more interesting question than most. If the restaurant doesn't have a liquor license I can't think of a fine or consequence as all fines are liquor board related. I suppose if the guests are underage the restaurant could refuse service of food or ask them to leave. If the restaurant does have a liquor license the underaged people connot drink even if they bring their own.

It does not maean bring your own booze. The correct term is BYO bottle! This began at depression time parties, and in states like Minnesota where selling alcohol of any kind was greatly restricted. Some super jazz clubs in MPLS had this system. The clubs always sell "set-ups." You must buy a non-alcohol beverage--club soda, tonic, water etc-at often prices that would equal the cost of an alcoholic beverage! They and/or often charge admission. In today's world of holding business owners/bartenders responsible for underage drinking stupids, the state age limit applies. Wisconsin has 18 year old beer bars.

The LAW says underage can't drink so why would that change inside a dining establishment?

No, it just means that they do not have a liquor license and ant sell it, normal laws still apply though.

it means bring your own booze, but if you are still able to get the beer or whatever then take it.
