Absolutely YES! Have you ever heard of Bohemian Grove in California? That is where all of the world elite meet and ritually sacrifice people.

Not in the way in which you are thinking that it is possible, but many of the problems suffered by humans are caused by the use of secrecy in the government. It is the secret activities and organizations that cause the problems and the paranoia that follows.
During the Vietnam War, I was stationed in Korat Thailand as an Ammo guy in Korat, the second largest city in Thailand at the time. I was their with a group of men, mostly, to service and supply the F-105 Thunderbolt Fighter Bomber for the USAF.
At the time I read a News Week Magazine article that was a rewrite of a speech made on the floor of the United Nations by our Representative, A. Stevenson as he basically lied to the world and the American Public about us having Bombers and using them against the North Vietnamese from Thailand.
I was young, but it did not take a genius to understand that we were not fooling anyone except the American public with our denial.
This secrecy thing is also used to deny benefits to millions of Veterans because the secrecy does not allow troops to prove they were present in a situation like this so they can be compensated for the damages done to their head, heart and bodies.
One of the most grievous examples of this is with the Service members who were used as Ginny pigs in the Pacific during the cold war were exposed to radioactive waves during the tests and were placed in a position to be exposed and contaminated on purpose.
I know it sounds criminal, but sometimes the government is criminal, and this secrecy thing is one of the biggest ways the government or the leaders of the government harm their own citizens by denial when the troops start coming down with and dying from cancer or Hype C, heart disease and so on years later.
This problem with secrecy is a problem we can resolve, but first we have to understand that it goes on.

The answer is yes. It is not done in secret. Our current Congress just passed an insane budget filled with junk. They know it's junk, but they have become a law unto themselves and do not understand that they serve the people and not themselves.
It's time to remove all Congressmen and Senators from the rolls of Federal Employees. They need to be employees of the states which they represent. They need a very serious reminder of who they serve when they are Washington.
Dick Cheney...well...that requires the services of a Jedi to fix.

All are subject to the laws of nature. There is no government to control them. For then those apparent laws aren't natural, but there are natural laws governing the high ruling body.
But this is philosophy, not politics. As for a shadowy government, there may be some that try, but their success at anything is hard to determine.

Gosh, I knew I felt my arms being manipulated like they were on strings. Didn't you? Seriously, it could be working like this but who knows. If there is, I'd say the CIA is pretty much their army. And, now we are seeing private militias such as blackwater rising but not having to answer to anyone but the president. That is truly frightening.
Read "Confessions of an Economic hit man" by John Perkins. It pretty much tells you how it is all run.
