Steam always goes up. I think you mean condensation.

You can make rain, just not like you think.

Rain is formed as water vapor condenses into clouds, and when it gets too heavy, it rains. So, if you had enough water in a heated space, sure, you could make it rain.

Or you can just take some water and pump it into a fan. But that's not really rain.

Not on the scale you have described.

Your principle is OK, excepting for the height required for the water vapour to cool.

However, you don't want to use that amount of energy to produce your rain, as you are using former rain water that had already been dammed, and your process would not retun 100% of that water to you.

BTW - Astronomy and Space??? Nah!

there is a hotel called Burj Al Arab
http://upload.wikimedia.org/wikipedia/commons/4/46/DubAymx.JPG
that is soo tall that during construction the moisture inside, got warm and raised through more and more layers of moisture (cause its so tall) that clouds started to form inside the building and it started to rain with a cloud and everything

too bad there wasn't any lightning though

To create "rain" from steam, I think you'd have to lower the room temperature very, very quickly. In theory it's possible.

well drops of water would begin to form on the roof and then fall making rain

Okay,
Here is my plan.
You take a cup.
Fill it with water.
And then throw the water up in the air,
hense, making it rain.

Or, you could always listen to the song.
