It is a scam. The sucker sends money and never sees a dime or cashes an advance check and writes a real check to cover a processing fee and is out the amount of the real check. The sucker finds it strange that they cannot remember entering a lottery in a foreign country, but is too stupid to let that fact get in the way of giving away his or her money.
